On Monday, July 10, the MSD
Board voted unanimously to debar Mr. Nathan Koons, an employee of Aqua
Pro, Inc. from any employment or contracting activities with the
Metropolitan Sewer District.
On January 4, 2000, Mr.
Koons was indicted by a federal grand jury for violations of the
federal Clean Water Act. The indictment stemmed from discharge from a
wastewater treatment plant to Little Cedar Creek. The discharges from
the plant were made under the direction of Mr. Koons and were
discovered by an MSD field inspector.
Mr. Koons pleaded guilty to
one count of violating the Clean Water Act and will be sentenced on
August 25, 2000.
MSD's debarment policy
includes criminal convictions as grounds for debarment from future
employment opportunities.
