MSD's Strategic Business Plan was developed by MSD staff, management and other partners, and endorsed by the MSD Board on August 14, 2000. It fully utilized established Customer First principles; our Mission, Vision, Core Values; and the guiding principles known as Results-Based Management, as well as the CERES Principles (a formal pledge to environmental stewardship) in the planning process. Seven Critical Success Factors were clearly identified:
MSD must consistently achieve these seven factors to obtain the highest quality of service that customers expect and deserve. By pursuing the plan objectives associated with each critical success factor through a focused team effort, MSD will succeed in achieving its Vision. The Strategic Business Plan process does not end in strategic planning. It is part of a continuous improvement cycle that involves planning, implementing, assessing results and realigning. While intended to be a five-year outlook, MSD's plan will be refined and updated as it is implemented. MSD has learned through the years that we work most effectively when we partner with our neighborhoods, businesses, agencies, civic leaders, and stakeholder groups as we move toward the Vision of ensuring our customers a clean, green, and growing community. How well we meet our many challenges will depend on how well we address the expectations of our customers, as well as how well we protect the environment. Only through strengthening our partnerships, our organization and pursuing continuous quality improvements through a comprehensive Strategic Business Plan, will we consistently provide the highest level of service at the lowest possible cost in the future.
