July 16, 2007 Special Board Meeting Summary

Ms. Wheatley called the meeting to order at 11:03 a.m. and in her opening statement said the purpose of the meeting is to examine, hear and consider comments regarding the consent decree and rate increase.

Mr. David Mindel with Mindel, Scott & Associates was the only speaker and he spoke in favor of the proposed rate increase.

The meeting adjourned at 11:11 a.m.
