Morris Forman Area Team

The Morris Forman Area Team (MFAT) is responsible for capital improvement projects at the Morris Forman Wastewater Treatment Plant (WTP) and the five regional treatment plants (West County, Cedar Creek, Hite Creek, Floyds Fork and Jeffersontown). Additionally, the MFAT is also involved in the enhancement/expansion of MSD's small neighborhood treatment plants, pumping stations, flood pump stations, and flood control systems.

Capital Projects
A major project, Alternative Solids Processing, started in June 2000 and was completed in 2006. The Alternative Solids Processing project was a $64.6 million construction project, the largest in MSD history. This new process has replaced the facility’s low-pressure oxidation or Zimpro system. The Zimpro system was the main source of odors from the Morris Forman Facility. Since 1995, MSD has invested more than $7 million in odor control measures at the Morris Forman facility. MSD is using the biosolids from the plant to produce Louisville Green a slow-release organic fertilizer suitable for many fertilizer applications. All of the biosolids were hauled to the landfill at an annual cost of over $600,000. For more information please visit www.LouisvilleGreen.com.

The West County Wastewater Treatment Plant (WCWTP) Expansion Project was a design/build project to add a 10.5 million gallon per day (mgd) annual average daily flow (ADF) wastewater treatment plant expansion to expand the existing plant from a permitted ADF of 19.5 mgd to an ADF of 30 mgd.

The Hite Creek Wastewater Treatment Plant (HCWTP) Expansion Project was a design/build project to expand the existing plant from a permitted average daily flow (ADF) of 4.4 mgd to an ADF of 6.0 mgd.

Capital Projects Under Construction

At the MFWTP, odorous air from the solids dewatering process, thickened waste solids tank and the solids storage tank is treated using two fume incinerators. These gas-fired incinerators burn the odorous components from the tanks at high temperatures (1500ºF) running on a continuous basis. This treatment is effective but has a high operating cost. A current capital project underway will replace these fume incinerators with two bio-trickling filters. One of the incinerators will remain as a back-up to the filters. The total capital cost for design and construction of this project is $1.8 Million and is expected to be completed and tested by summer 2007.

The Starview Wastewater Treatment Plant is located in the Middletown area. The plant has an average daily design capacity of 100,000 gallons per day. The above grade metal structure has severely deteriorated due to the exposure to atmosphere for over 20-years. This project will construct new concrete walls around the ends of the existing sludge holding tanks and place concrete in the bottom of the tank for additional stability. In addition, the chlorine contact tank will also be encased in concrete to maintain stability. The total cost of this project is $170,000.
