Definition: Pollution prevention is the reduction or elimination of wastes or pollutants through efforts prior to the generation of those wastes. It can be through waste minimization, cleaner production, materials substitution or energy conservation programs. It may also include the reuse and recycling of materials. MSD has developed its own program to promote P2 efforts. The goal is to reduce pollution though education and assistance to industrial, commercial, and other users of the sanitary and combined sewer systems. The program will conduct environmental audits of those users for recommendations for alternatives to pollution problems. The primary of the objective of the P2 program is to support its federally mandated Industrial Pretreatment Program. It will focus on reducing water pollution. The program will continue to be active in the multi-media partnership for P2, the Jefferson County Pollution Prevention Team. The program will also remain active with the Water Environment Federation and the Nation Pollution Prevention Roundtable in supporting national and regional P2 efforts. MSD's P2 program will provide, where possible, technical assistance to wastewater discharge permittees. The purpose of which is to eliminate or reduce pollution through a voluntary approach. The program may integrate P2 activity, specifically audits, into its enforcement program. MSD's P2 program will also outreach to non-permitted users in the community. Contact:
