Structure of MSD's Program MSDs pretreatment program is managed by the Industrial Waste Department which is part of the Regulatory Management Services (RMS) Division. The purpose of MSDs pretreatment program is to:
To accomplish these purposes,
RMS
inspects, and when appropriate, issues permits to and monitors targeted commercial /
industrial discharges. RMS is also responsible for enforcing the applicable discharge
regulations. MSDs ability to implement and enforce its pretreatment program is
determined by its legal authority. MSDs Wastewater Discharge
Regulations (WDRs) ( MSD owns and operates 39 wastewater
treatment plants (WWTPs) throughout Jefferson County. Each of these WWTPs have their own
KPDES permits, allowing direct discharge of the treated effluent to a receiving stream,
but only four of the treatment plants have permitted commercial/industrial discharges in
their collection systems. Therefore, MSD manages the pretreatment program for four WWTPs.
