MSD has adopted the Commonwealth of Kentucky Model Procurement Code as its standard method for procurement.

Construction services are obtained through MSD procurement regulations and Kentucky Regulatory Statute KRS45A.345-45A.460 which serves as a guide for the procurement of construction. This method of procurement is by advertising for bid. Bids are awarded to the responsible bidder who submits a responsive bid for the lowest price or the lowest evaluated bid price.

The procurement of engineering and other similar professional services is covered under the Kentucky Model Procurement Code, Chapter 45A, and Section 2C of MSD's Procurement Regulations. These provisions allow for the procurement of engineering and professional services through three different types of procurement:
