Pretreatment Program (1988 to 1997)

MSD continued many of the efforts from the previous period and began to enhance and improve the educational components and overall results of the program. Reporting to the State continued in a similar manner to the previous period.

MSD Developed and implemented an Oracle-based relational database, from 1990 to 1993, called the Industrial Waste Information System (IWIS) to store and report on hundreds of thousands of compliance data points and performance criteria, as well as to track and schedule monitoring, inspection and enforcement related activities associated with administering the Pretreatment Program and the Hazardous Material Ordinance.

Changes to the 40 CFR 403, dated July 24, 1990, were implemented for the MSD facilities in 1991. Additionally, the entire Pretreament Program was implemented for the Jeffersontown Wastewater Treatment Plant and collection system. This system was a separate utility that would later become part of the MSD system.

A series of Industrial User Conferences were started in 1991 and continued on a bi-annual basis. MSD revised the Wastewater Discharge Regulations (WDRs) twice to reflect changes in the Federal program and to meet a new mandate by EPA requiring the evaluation of Local Limits every five years. Quarterly publication of the Streamline, a newsletter for industrial users was published starting in 1993. This publication has been used as a model by other POTWs

As the community changes to be more service based, the industrial flows are reduced from 25.3 MGD to 19.5 MGD, from 1992 to 1995. The data sets continue to improve, with a complete GIS sewer layer coverage being completed in 1995 in the LOJIC system
