Programmatic Reorganization (1988 to 1997)

The regulatory initiatives that established the programs described in this report occurred independently and at different times. As such, the programs established obligations and regulatory requirements that do not necessarily reflect the efforts of the other programs. The programs established separate, distinct, and often unrelated monitoring and regulatory requirements and measures of success. MSD’s organization and approach for meeting NPDES obligations historically has reflected this separation and distinctness. As described previously, MSD’s NPDES-related regulatory programs were spread across three departments and two divisions, creating nine separate programmatic entities. This structure did not lend itself to integrated solutions related to the NPDES permits and programs.
Significant organizational changes occurred during the grant process, including the following actions:

  • Creation of an Information Technology Division and implementation of process mapping;
  • Establishment of Area Teams and reorganization of the Engineering Division;
  • Integration of the regulatory programs managed within the Stormwater Department, including the CSO, SSO, MS4 and stream monitoring programs;
  • Formation of the Regulatory Management Services division; and
  • Integration of Operations and Maintenance resources and functions.
