Historical Successes:  I&I was recognized as the major source of SSOs and basement backups early in the 1970's. MSD has taken a proactive approach to reduce and eliminate these sources of I&I throughout the 1970's, 1980's and 1990's. During this period of time MSD initiated numerous SSES to identify and address I&I sources that were associated with the acquired systems. Over $200 million has been spent to eliminate package plants and upgrade pump stations throughout Jefferson County to bring acquired collection systems online and up to current standards. More than 320 package treatment plants existed in the early 1970's, and today, more than 170 have been eliminated. The majority of these systems exhibited symptoms of extreme I&I and many were sources of SSOs. More than fifty percent were given a "poor" rating by state inspectors in 1972. If not eliminated, many of these treatment plants would likely be listed with the current documented and investigated SSOs.

Program Successes to Date:  The program is in its first full fiscal year and is focused somewhat on flow monitoring and field investigations. But construction is beginning on several remediation projects and the portion of construction monies will increase each year.

1.2 million feet of sewer smoke tested with data for use with IMS, 10% of sanitary sewer system available.

Hikes Point, Pope Lick, McNeely Lake, High School Program (Pope Lick field work already used with Woodland Hills Remediation) – covering 17 SSOs.

4,000 manholes inspected with data available for use in IMS, 10% of sanitary sewer system.

Hikes Point, Pope Lick, McNeely Lake, High School Program(Pope Lick field work already used with Woodland Hills Remediation) – covering 14 SSOs.

450 manholes slated for rehabilitation this winter.

Jeffersontown, Old Cannons Lane and Woodland Hills, slated for completion in Spring 1999.

2/3 of Woodland Hills sewers to be lined with 140 laterals lined and 50+ manholes rehabilitated.

Slated for completion in Spring 1999.

Hydraulic Model of Hikes Point.

Used to evaluate rehabilitation plan as well as new line extensions.

Manhole lining performed under Jeffersontown I&I Remediation Phase 1A reviewed.

Urethane lining has not cracked after 3 years.

25 projects successfully implemented and/or completed.

25 more in 5-year Capital Plan.

Major Projects in Fiscal Year 1999:  Major Projects under contract this fiscal year include:

  • Rehabilitation Projects in Jeffersontown, Pope Lick, McNeeley Lake, Old Cannons Lane and Hikes Point covering 15 SSOs.
  • Flow Monitoring in Jeffersontown, Muddy Fork and in Mill Creek addressing 2 SSOs.
  • SSES in Middle Fork, Pond Creek, and Beuchel Branch addressing a minimum of 12 SSOs.
  • Hydraulic Modeling in Jeffersontown.
  • Analysis of High Rate Treatment for SSO Treatment.
  • Private Property work in Beechwood Village and Old Cannons Lane.

Major Projects in Fiscal Year 2000:  Major projects planned for the next fiscal year include:

  • Rehabilitation projects in Jeffersontown, Pope Lick, McNeely Lake, Beuchel Branch, Middle Fork, Pond Creek, and Hikes Point addressing a minimum of 18 SSOs.
  • Flow monitoring in Mill Creek addressing 1 SSO.
  • Hydraulic modeling in Pond Creek.
  • SSES in Buechel Branch, Middle Fork and Pond Creek addressing numerous SSOs.
  • Private property work in Jeffersontown.
